ECB President Christine Lagarde personally intervened to delay Binance's license bid in Greece, the Wall Street Journal reported. A senior Greek regulator told the exchange she wanted the decision held until ESMA assumes licensing authority under an unadopted reform.
Her concern was scale. The world's largest CEX could deepen dollar-stablecoin usage across the region, undermining the digital euro project and euro-denominated alternatives, though approval formally rests with national regulators rather than the MiCA framework's central bank.
ESMA separately advised national regulators to reject the applications over past compliance failures, the Journal said. Founder Changpeng Zhao pleaded guilty to Bank Secrecy Act violations in 2023, paid $4.3 billion, served four months, and received a presidential pardon last October.
The company withdrew its Greek filing in mid-June and began winding down, with Europe head Gillian Lynch insisting nothing material was outstanding. Binance says it remains committed to authorization, while an ECB spokesperson declined comment and disclaimed any institutional role.

Grayscale filed for a 3-for-1 share split less than a month after ZCSH began trading, with split-adjusted trading starting September 30. Investors have poured more than $233 million in since August 25, including $112 million on a single day.
The fund held roughly $890 million in net assets against $11 billion in cumulative volume. ZEC touched $1,521, pulling network solrate up nearly 28% to 32 GSol/s while mining difficulty hit a record 291 million.
Robinhood Chain fees collapsed 97% from roughly $8 million daily in early September to about $230,000 by September 16. Transactions fell only 32% to 8.9 million, dropping the average cost from 64 cents to 2.6 cents.
The apps kept earning far more than the chain, taking $8 million in fees over 24 hours. Launchpad Pons saw volume fall 37% to $616 million weekly, though bridge data shows only $2 million net leaving for Solana.
