Can I Buy USDT in France?
French and EU law does not prohibit receiving, holding, or sending USDT. The restrictions apply to the platform selling it. Under MiCA, a licensed exchange can only offer a dollar-pegged token when its issuer holds an EU e-money licence. Tether has never applied for one, and ESMA instructed EU platforms to stop offering non-compliant stablecoins by the end of March 2025.
France adopted the longest permitted transition period. PSANs registered with the AMF under the 2019 PACTE law were allowed to continue trading until 30 June 2026. From 1 July, only MiCA-authorised providers may serve French customers. Platforms that continue without a licence risk being placed on a public blacklist, having their sites blocked, and facing penalties of up to two years in prison.
USDC remains available. Circle issues the token through a Paris entity with an electronic money institution licence from the ACPR. France is therefore the regulatory home of the only major dollar stablecoin sold through licensed exchanges.
How to Buy Tether (USDT) in France
The regulated purchase process stops at USDC, and Kraken is our preferred platform for making that trade. Deposits must come from a euro IBAN held in your name. Most French banks now process transfers to white-listed exchanges, although Crédit Mutuel Alliance Fédérale may first require a signed waiver. Steps to buy USDC on Kraken with euros:
- Open and verify an account: Register at Kraken and complete identity verification (KYC). You will need a passport or carte nationale d'identité, plus a justificatif de domicile. Euro funding requires Intermediate verification, while MiCA requires the check to be completed before any deposit.
- Pull up the SEPA details: Open Deposit, select EUR, then choose a SEPA or SEPA Instant provider. Copy the beneficiary name, IBAN, and reference containing your Kraken public account ID exactly. French banks now compare the payee name with the IBAN and reject mismatches.
- Test with a small instant transfer: Send €20 by virement instantané to clear any first-payee hold. Instant transfers have been free in France since 9 January 2025, and Kraken's minimum deposit is €1. Instant payments usually arrive within minutes, compared with up to three business days for standard SEPA.
- Place a limit order for USDC: Open the USDC/EUR market on Kraken Pro and submit a limit order at or just inside the best offer. A limit order sets the maximum price you will pay. The pair carries a flat 0.20% maker or taker fee, whereas the Instant Buy screen includes a spread in its quoted price.
- Take the extra step to Tether only if you need it: Kraken removed USDT trading for EEA accounts in March 2025. To obtain Tether, withdraw USDC to a wallet you control and use a decentralised exchange. Alternatively, transfer it to BloFin, which continues to list USDT for EEA users.
USDC tracks the dollar, so recent EUR/USD rates put the cost of each token at roughly €0.87. A €100 deposit would buy about 115 USDC, although the amount changes with the exchange rate.

EUR to USDT Fees
Your total cost depends on how you deposit euros, which trading interface you use, and whether you stop at USDC or continue to Tether.
Deposits
- SEPA or instant transfer (our default): Kraken does not charge for euro deposits through any of its providers. French banks may not charge more for an instant transfer than for a standard transfer.
- Cards and mobile wallets: Deposits by debit card, Apple Pay, or Google Pay cost €0.25 plus 3.75%. They also trigger a 72-hour withdrawal hold. This can be defensible for purchases below €100 but becomes expensive for larger amounts.
- PayPal: EEA accounts can use PayPal, with the processing fee displayed at confirmation. A 72-hour withdrawal hold also applies.
Trading
- USDC/EUR and other stablecoin pairs: Maker and taker orders both cost a flat 0.20% under Kraken's stablecoin and FX schedule. The rate falls based on volume traded through those pairs alone.
- Ordinary crypto pairs: Kraken changed its tiers in July. Entry-level spot trading now starts at 0.40% maker and 0.80% taker until higher volume or a US$20,000 balance qualifies the account for a cheaper tier. This change does not affect the USDC/EUR rate above.
- Instant Buy: Kraken includes a spread in its quoted price, which usually costs more than the order book fee. We therefore use Kraken Pro even for straightforward purchases.
Withdrawals and the Tether step
- Moving USDC on-chain: You pay only the network fee. Solana transfers cost cents, while Base and Arbitrum usually cost a few cents more. Ethereum mainnet fees vary with gas, which is the fee paid to the network.
- Swapping USDC for USDT: Decentralised exchange pools charge between 0.01% and 0.05%, plus gas. Sending USDC to BloFin and converting it there adds the network fee and BloFin's 0.10% spot rate. Our TRC-20 USDT guide explains which network offers the cheapest onward transfers.
- Cashing out to your bank: A standard SEPA withdrawal from Kraken costs €1 and can take up to five business days. Instant SEPA withdrawals cost between €0.90 and €1 and usually arrive within minutes. Funds can only be withdrawn to an account in your name.

Best USDT and USDC Exchanges in France
Our rankings consider the licence supporting each account, euro funding methods, stablecoin trading costs, and whether the platform offers Tether. Four of the five exchanges have MiCA authorisation and provide access only to USDC. BloFin is the exception. It is an offshore venue without an EU licence, but it still sells USDT to French users.

Kraken ranks first for its licensing and separate stablecoin fee schedule, which avoids the higher entry-level rates charged on ordinary pairs. Coinbase offers the most polished French-language app. Bybit EU has lower euro pair fees and more funding options, while OKX becomes the cheapest regulated choice as monthly volume rises.
BloFin appears for a single reason - it sells Tether. No EU regulator stands behind the account.
Regulatory Status of USDT in France
Two French regulators and two EU bodies influence how stablecoins can be bought and held in France:
- AMF (Autorité des marchés financiers): France's lead authority for crypto-asset service providers. It issued PSAN registrations under the PACTE law, handles MiCA authorisations for French companies, and maintains the blacklist of platforms operating without permission.
- ACPR (Autorité de contrôle prudentiel et de résolution): The banking and insurance supervisor attached to the Banque de France. It licenses e-money institutions, which is why Circle's USDC authorisation passes through the ACPR rather than the AMF.
- ESMA and the EBA: The EU markets and banking authorities. ESMA established the timetable for removing non-compliant stablecoins from licensed platforms. The EBA supervises the largest e-money token issuers.
- DGFiP: The French tax administration. It receives annual declarations of foreign crypto accounts and, beginning this year, automatic exchange reports under DAC8.
French customers access Kraken through Payward Europe Solutions Limited. The Central Bank of Ireland authorised the company as a crypto-asset service provider on 25 June 2025. The authorisation appears on the AMF's white list of platforms permitted to operate in France under the EU freedom to provide services. We check this register before recommending an exchange to French readers.
The licence requires Kraken to maintain minimum capital and separate client crypto from its own funds. Its conduct is supervised by the Irish central bank, and customers have access to a complaints process that ends with an EU regulator. Euro balances are held through Payward Ireland Limited, a second Irish entity with an electronic money institution licence. As a result, cash held on the platform is safeguarded under EU e-money rules instead of being treated as an unsecured claim.
Kraken also holds a MiFID derivatives licence from Cyprus, FCA registration in the UK, and a Wyoming bank charter in the US. Independently verified proof-of-reserves attestations are published quarterly. The account is not directly supervised by a French regulator, but few exchanges answer to as many authorities. Tax Implications of USDT in France
French tax becomes due on a stablecoin when you sell it for euros. Filing requirements can still apply even when no tax is owed.
- The flat tax is now 31.4%: Crypto gains realised through sales for euros fall under article 150 VH bis of the tax code. They are taxed at 12.8% income tax plus social contributions. The social contribution rate increased from 17.2% to 18.6% on 1 January under the social security financing law, raising the combined rate from 30%. Taxpayers in the lowest brackets may prefer the progressive income tax scale, which can be selected by ticking box 3CN.
- Swapping into a stablecoin is not a taxable event: Under current French rules, tax is triggered when crypto is sold for euros or another state currency, or used to purchase goods and services. Exchanging Bitcoin for USDC or USDT defers the tax until the stablecoin is cashed out. Some tax advisers have questioned whether MiCA e-money tokens might be reclassified as electronic money, but the administration has not changed its position.
- The €305 threshold applies to sales, not profits: Gains are exempt when total disposals for euros remain at or below €305 during the year. Once total sales exceed that amount, every gain realised that year becomes taxable. Form 2086 must still be filed whenever a disposal takes place.
- Gains are calculated across your whole portfolio: France does not apply first-in, first-out accounting. Each sale is taxed against a proportionate share of your total acquisition cost, based on the sale price relative to the value of all crypto held. Keep a dated euro valuation for every position whenever a disposal occurs.
- Every foreign platform needs a 3916-bis declaration: Kraken serves French users from Ireland, Coinbase from Luxembourg, and Bybit EU from Austria. Each account must be declared annually, including accounts with no trades or a zero balance. The penalty is €750 for each undeclared account, increasing to €1,500 if the balance exceeded €50,000. Self-custody wallets are not foreign accounts and do not require a declaration.
- Losses only offset gains in the same year: Net crypto losses cannot be deducted from salary or carried into future years, unlike share losses.
- DAC8 reporting has started: DAC8 is the EU implementation of the OECD reporting framework. Licensed platforms began collecting transaction data on 1 January and will submit their first reports to national tax authorities in 2027.
💡 For active users: Export your complete history from Kraken and every other exchange each quarter. Store the euro value associated with each disposal. Trading frequently enough to appear professional can lead to reclassification under the BNC regime for non-commercial profits, where progressive rates apply. USDT vs USDC in France
USDT and USDC are both designed to track the dollar one for one. For French holders, the main differences concern who supports the peg and where each token can be used.
- Who backs the peg: USDC is issued under a French e-money licence, with reserves held at EU banks and a legal right to redeem at par. USDT lacks EU authorisation and provides thinner reserve disclosure. Any dispute would be resolved far from Paris.
- Where you can use it: Every licensed venue offers USDC trading directly against euros. USDT is more common on offshore exchanges, decentralised platforms, and peer-to-peer payment routes into countries where Tether functions as the everyday dollar.
- Depth of the market: Tether remains the larger token and handles most stablecoin settlement outside Europe, as tracked on our USDT statistics page. USDC has become the working default within the EU.
- The euro option: EURC is Circle's euro stablecoin and operates under the same licence as USDC. It trades on Coinbase and Bybit EU. For users who want to keep cash on-chain without taking a dollar position, EURC removes the exchange-rate risk attached to both USDT and USDC.
- Our verdict: Use USDC for regulated custody, euro conversions, and EU protection. Choose USDT only when a specific offshore platform, DeFi protocol, or overseas counterparty requires it.

Final Thoughts
Kraken is our preferred platform for French buyers. Its Irish MiCA authorisation appears on the AMF's white list, while euro balances are covered by an e-money licence. SEPA deposits are free, and USDC/EUR trades carry a flat 0.20% fee on an exchange that has operated continuously since 2011.
Complete verification using a carte d'identité, check that your bank will process the first instant transfer, then fund the account and place a limit order through Kraken Pro. Keep only the amount needed for trading on the exchange and withdraw the remainder to a wallet you control. Each spring, declare every foreign platform on form 3916-bis and report each disposal with its euro value on form 2086. The 31.4% flat tax becomes relevant only when you sell for euros.
Tether remains one step further away, accessible through a decentralised swap or an offshore exchange such as BloFin. Once USDT reaches your wallet, the protections provided by the AMF, the Central Bank of Ireland, and MiCA no longer stand behind it.
