Compare Top Lebanese Crypto Exchanges
1. Bybit
Bybit ranks first for its dollar P2P market. Only Binance had more active Lebanese sellers during our tests, and Bybit matched its prices. Most sellers we contacted accepted Whish Money or OMT, with cash handovers arranged in the order chat also available. Neither side pays a P2P fee, and the entire app works in Arabic.
We bought 150 USDT through Whish Money using the tester's own wallet. The coins arrived in about six minutes at just over $1 per USDT. Selling 100 USDT for an OMT payout took longer because we had to collect cash at a counter in Jounieh before releasing the coins.
More than 2,000 coins trade on spot at a flat 0.1% fee. Perpetual futures, leveraged contracts with no expiry, cost 0.02% for maker orders that wait on the order book and 0.055% for taker orders that execute instantly. Earn pays interest on idle USDT. Through Bybit TradFi, users can also trade gold and stock contracts priced in USDT. These use leverage, so first-time buyers should enable Lite mode to hide derivatives.
A cold wallet theft cost Bybit about $1.5 billion in Ether in February 2025. It restored full reserves within days without freezing withdrawals. Hacken now verifies the monthly proof-of-reserves reports showing whether customer coins are fully backed. Bybit holds no Lebanese license, as no such license exists for any platform here. 2. Binance
Binance has Lebanon's busiest P2P market. It is also the only one where pound-priced ads are common alongside dollar offers. Whish Money appears as a listed payment method, while OMT and cash sellers are available throughout the day. Economy Minister Amer Bisat met Binance executives in late February and described crypto trading among Lebanese as significant and growing.
In September, the pound-priced ads we checked were roughly 1% above the BDL rate. Dollar offers stayed close to $1 per USDT, and our 200 USDT Whish Money order cleared in under five minutes. Binance was the only market where a single seller could usually fill purchases above a few thousand dollars at one price.
The catalog exceeds 400 coins, with a 0.1% spot fee that falls to 0.075% when paid in BNB, Binance's own token. Binance Pay, Earn and futures share one balance, backed by the SAFU insurance fund and monthly reserve reports. In 2021, an unrelated Ponzi scheme called Binance Fund collapsed after taking close to $300 million from Lebanese savers. Shops across the country still advertise as Binance partners. Treat any office promising guaranteed returns as a scam. Binance's own enforcement record includes a $4.3 billion settlement with US authorities in 2023.

3. OKX
For Lebanese users who want to control their own keys after buying, OKX offers a built-in Web3 wallet across more than 100 networks. USDT purchased on P2P can move into self-custody within the same app. That practice matters in a country where bank deposits were frozen overnight in 2019.
Across more than 350 coins, spot fees start at 0.08% for makers and 0.10% for takers, second only to MEXC on this list. Local P2P liquidity is thinner than on Bybit or Binance. Several sellers we contacted offered only cash handovers in Beirut, and our Whish Money order took about twelve minutes to release. Its quote was roughly half a percent above the top two markets.
Monthly proof-of-reserves reports date back to late 2022, and OKX uses TradingView charts. Verification with our Lebanese passport took most of a day, longer than on either of the top two platforms. Our OKX review covers the wallet and derivatives features.
Account controls include a withdrawal allowlist that restricts USDT transfers to addresses approved in advance, preventing a stolen phone from being used to empty the balance into a new wallet. Every genuine OKX email also carries an anti-phishing code. This helps users spot fake support messages in the Telegram and WhatsApp trading groups many Lebanese follow.

4. MEXC
Zero spot maker fees make MEXC the cheapest option for recurring purchases. Takers pay 0.05%. Its catalog exceeds 3,000 coins, with new listings added quickly.
Our tests found only a handful of Lebanese dollar ads. We bought USDT on Bybit instead and transferred it over Tron's TRC-20 network, which charges a low flat fee per transfer. To avoid losing coins through a network mismatch, follow our TRC-20 USDT explainer.
Registered in Seychelles, MEXC publishes Hacken-audited reserve snapshots but holds no license from a major regulator. Check a newly listed token's 24-hour volume before buying. Many trade only a few thousand dollars a day. Our MEXC review explains verification tiers and withdrawal limits.
Account freezes are the main risk. MEXC froze about $3.1 million belonging to a trader known as The White Whale in July 2025 under its risk-control rules. Only at the end of October, after a public campaign, did the exchange apologize and release the funds. Lebanese users in that position have no local regulator to appeal to. Keep balances small and withdraw profits regularly.

5. KuCoin
KuCoin is the choice for idle balances. Earn pays interest on flexible savings and offers staking and lending. Its structured products can convert deposits into another coin at settlement. Automated grid and dollar-cost-averaging bots place buy and sell orders at no cost beyond the 0.1% spot fee. The catalog exceeds 900 coins, including early-stage tokens listed through GemSPACE.
Few dollar P2P ads were available for Lebanon. During our evening test, the only online seller charged a 3% premium, so we sent USDT from Bybit instead. Advertised yields in the hundreds of percent apply to small tokens. Stablecoin rates are far lower.
KuCoin's operator pleaded guilty to unlicensed money transmission in January 2025, with penalties close to $300 million. The exchange also left the American market. Our KuCoin review follows its compliance rebuild.
The dollar-cost-averaging bot is the most practical tool for Lebanese savers paid in fresh dollars or USDT. Scheduled purchases of a fixed Bitcoin amount spread buying across price swings instead of requiring one large, timed entry. Our $25 weekly order ran throughout September testing without intervention. The mandatory identity check accepted our Lebanese passport in under an hour.

6. Gate
With more than 4,800 cryptocurrencies, Gate has the widest catalog on this list. It also offers tokenized stocks and gold contracts priced in USDT. Small and newly launched tokens often arrive months before larger venues list them. A Lebanese passport can open a full account because Lebanon is absent from the 35 restricted jurisdictions in Gate's user agreement.
We found few dollar P2P ads for Lebanon and funded the account with USDT sent from Bybit over TRC-20. Passport verification took several hours. It included questions about occupation and source of funds, additional checks that exchanges often apply to users from grey-listed countries.
Since Gate's April fee update, entry-level spot makers and takers pay 0.2%, twice Bybit's or Binance's rate. Holding GT, Gate's token, or trading higher volumes reduces the fee. Futures start at 0.015% maker and 0.05% taker. Gate reported reserves of about $8.18 billion on 22 June, representing a 115% reserve ratio across nearly 500 assets.
For Lebanese families spread across the region, Gate's group structure is useful. Dubai residents use Gate Technology FZE, which holds a virtual asset license from VARA. EU residents move to the MiCA-licensed Gate Europe. Fee tiers and the broader product range are covered in our Gate review.

How to Choose a Crypto Exchange in Lebanon
Choose an exchange with P2P sellers who accept your payment app, since Lebanese banks cannot fund exchange accounts.
- Choose your payment currency: Dollar ads should stay near $1 per USDT. Compare market-priced pound ads with BDL's 89,500 rate. Reject quotes more than 2% above either reference.
- Check payment limits: BDL's January rules cap personal e-wallet balances at $3,000, monthly top-ups at $10,000 and each customer's monthly local transfers at $10,000. Existing providers' six-month grace period ended in July. Amendments followed on 21 September, so check current Whish Money or OMT limits before large purchases.
- Pay once from your own wallet: Most sellers reject relatives' payments. Providers must freeze accounts suspected of suspicious activity and report them to Lebanon's financial intelligence unit, the Special Investigation Commission. BDL explicitly flags splitting large purchases into many small transfers.
- Avoid unknown cash desks: In April 2024, the US Treasury sanctioned a Beirut-based money exchanger for providing Hezbollah digital wallets and transferring crypto for sanctioned officials. Informally bought coins may carry that transaction history. Exchanges can freeze deposits traced to flagged addresses. Escrowed P2P sellers with completion rates above 97% reduce this risk.
- Secure the account against outages and moves: Use an authenticator app and keep backup codes offline, as power cuts and patchy mobile data make SMS codes unreliable. Families displaced since March keep written wallet recovery phrases with their documents.

Crypto and Bitcoin Regulation in Lebanon
Holding crypto is not a crime under Lebanese law, but no authority licenses exchanges. Regulated financial institutions cannot deal with them. Without a crypto law, BDL rules, the banking crisis and anti-money laundering pressure determine access.
- 19 December 2013: BDL warned banks and financial institutions that Bitcoin and other virtual currency platforms were unregulated. Lebanon was among the first countries in the region to issue such a notice.
- October 2018: The Electronic Transactions and Personal Data Law (Law No. 81) gave BDL authority over electronic and digital money. That year, the Capital Markets Authority separately prohibited firms it licenses from issuing, marketing or trading digital currencies.
- Late 2019: Most dollar deposits were frozen as the financial system collapsed. BDL continues to return part of those deposits each month under Circulars 158 and 166. It extended both for another year in June.
- 25 October 2024: The Financial Action Task Force (FATF), the global anti-money laundering standard setter, placed Lebanon on its grey list for increased monitoring. Its June plenary kept Lebanon there.
- 9 January 2026: Under Circular 750, banks and financial institutions face prosecution under Article 770 of the Penal Code for issuing, dealing in or facilitating virtual assets without BDL approval. Basic Decision 13790 extended the ban to e-wallet and money transfer companies and froze new licence applications.
- Late February: Minister Amer Bisat met Binance and said an inter-ministerial committee was already developing a digital asset framework. By late September, no draft had been published.
- 2 March onward: War between Israel and Hezbollah displaced more than a million people. Finance Minister Yassine Jaber told Reuters that he expected a 7% to 10% economic contraction this year. Strikes have continued despite ceasefire announcements.
A senior BDL official told CoinShares last year that all formal and informal crypto trading is banned for now. The official said around twenty people were imprisoned over crypto-funded online betting. The official said BDL favours the EU's Markets in Crypto-Assets (MiCA) licensing model.

How Is Crypto Taxed in Lebanon?
Your tax position depends on how your activity is classified. The Ministry of Finance has issued no crypto-specific guidance. Lebanon taxes income by category rather than as one annual total, leaving most individuals without a clear rule.
- Private gains have no clear category: Crypto is absent from the Income Tax Law. Individuals are also exempt from capital gains tax on most share disposals, according to PwC's Lebanon tax summary. Occasional profits from selling USDT or Bitcoin fall outside any named income category.
- Trading as a business is taxable: Individuals pay progressive rates of 4% to 25% on business profits. A P2P desk, a USDT shop or a trading operation with regular turnover resembles commercial activity to the tax office.
- Commercial share dealing is taxed: A 2023 decision taxes individuals' commercial share disposals at 17%. Crypto traders should expect the same test if the ministry acts.
- Keep dated dollar records: Record every purchase, sale and swap's dollar value alongside matching Whish Money or OMT receipts. These answer bank source-of-funds questions and future tax queries.

Cryptocurrency Adoption in Lebanon
Crypto lets Lebanese households move money outside a failed banking system. War has reinforced its use.
- Dollars outside the banks: Trade shifted to cash dollars after deposits froze in 2019. BDL Governor Karim Souaid has identified the parallel cash economy as a force that weakened the financial system and calls leaving the grey list his top priority. With USDT, cash holders can move a dollar balance without a bank account.
- Remittances under pressure: Relatives' transfers equal roughly a fifth of GDP. More than half comes from the Gulf. Lebanese policy group Kulluna Irada recorded a 5.3% fall in the first nine months of 2025, before war affected Gulf economies. Some families receive USDT directly to avoid counter fees.
- Scars from scams: According to CoinShares' reporting from Beirut, the fake Binance Fund described above took close to $300 million before collapsing. That loss helps explain the growth of escrowed P2P trading on global exchanges.
- Displacement: More than a million people were displaced after March. A paper recovery phrase travels with a family leaving a southern town. Its bank branch cannot.

How to Buy Bitcoin in Lebanon
Buy USDT through an escrowed P2P seller, then exchange it for Bitcoin on the spot order book, the live list of buy and sell offers. This is the cheapest reliable method. A passport and a Whish Money or OMT account in your name let you make a first purchase in under an hour.
- Register with matching names: We recommend Bybit for dollar P2P trading and flat fees. Select Lebanon as your residence and upload your passport. Match its Latin name spelling exactly to Whish Money or OMT. Sellers treat Mohamad and Mohammad as different names.
- Turn on app-based two-factor authentication: Connect an authenticator app before adding funds, then store backup codes offline. SMS codes often fail during power and network outages.
- Buy USDT on P2P: Select USDT against US dollars and your payment method. Choose a seller with several hundred completed orders and a completion rate above 97%. Send the exact amount from your wallet, then mark it paid. The USDT leaves escrow once the seller confirms receipt.
- Place a BTC/USDT limit order: Set your purchase price in the BTC/USDT spot market. A limit order avoids the markup hidden in the instant-buy screen's quote. Follow the live market on our Bitcoin price page.
- Move long-term holdings into self-custody: Transfer coins you intend to hold to a wallet whose keys you control. Our best crypto wallets guide compares options. Confirm that the network matches on both sides and send a small test amount first.
To sell, post or accept a USDT sell order. Release coins only after receiving dollars, including collecting OMT cash at the counter. Fake Whish confirmation screens are common P2P scams, so verify payment in your app rather than a chat image.
Final Thoughts
Bybit offers most Lebanese buyers the best balance of dollar P2P seller availability, low fees and Arabic support. Binance is the backup for larger or pound-priced orders. OKX offers an in-app self-custody wallet, MEXC fee-free limit orders, KuCoin Earn products and Gate more than 4,800 coins.
January's circulars excluded crypto from banking more firmly than the 2013 notice. The Ministry of Economy is discussing a framework with exchanges. Both developments depend on Lebanon leaving the FATF grey list and the war ending. Escrowed P2P on global platforms remains the working market.

- Legal and sanctions exposure: We assessed overseas enforcement records and licences, along with each platform's screening of deposits linked to sanctioned addresses.
